Background
In 1998 voters on the coastside passed an “advisory” measure that would allow the Midpeninsula Regional Openspace District (MROSD) to extend its boundary to the coast from the existing boundary at or near the Skyline ridge.
Coastside residents became concerned when issues they had were not addressed during the planning process. Although hearings were held, many residents felt that they were not being heard!
The Local Agency Formation Commission (LAFCo) approved the annexation. Simply stated, local residents wanted a chance to vote on the annexation now that all the required reports had been filed and they knew what the annexation would entail. They did not feel that a five year old advisory vote on a plan that didn’t exist was truly a mandate of the people.
